The valve in front of the meter should be left “ON” and the below ground stop and waste valve (before the pipe to the meter goes up) should be shut OFF (turn clockwise ¼ turn). This allows water to drain out of the meter and piping and prevents the meter from being damaged by freezing.
In addition, if you have a backflow device, the device must be left open to allow water to drain from the pipes.
