Water base rates are paid through the county property taxes. Each parcel is assessed a base rate depending on the size of the property and number of dwellings. You can find the amount on your property tax statement on the line that says “Irrigation District Principal” or by looking on the Spokane County Auditor’s website under parcel search.
Properties that were not a part of the original boundaries for the District do not receive allowance for irrigating in the summer. These properties are considered “annexed” and will be assessed for domestic use only.
We read the meters twice a year; mid-April and mid-October to bill for excess use. If your excess water use is not greater than $25 for either season, you will not receive a paper bill. That amount will go on the following year’s assessment on the property taxes. You may register for paperless billing through the “pay your bill online” option on this page if you don’t want excess bills to be added to your property taxes.
